Features of the electronic OSAGO policy
An electronic policy differs from a paper policy primarily in that it exists only in the form of a secure PDF file. It is issued on a special form of the XXX series. The policy contains all the required data - information about the owner, policyholder, drivers, cost of the policy, and so on.
An electronic MTPL policy has the same legal force as a paper one. It can be used to file an insurance claim and be presented to traffic police officers. The procedure for calculating the cost of an electronic policy is the same as for a paper one. It takes into account all the indicators and coefficients prescribed by law.
It is not possible to issue an electronic MTPL when purchasing a new car, since information about it is not yet in the RSA database. Therefore, the first policy for a new car can only be obtained at the insurer’s office.
What do you get when you apply for E-OSAGO?

If the traffic police inspector asks you to show your policy, you will need to open the required file on your device. After this, the inspector will be able to check the document using the RSA database.
However, not all traffic police officers have the equipment to check electronic policies - this is especially true in remote regions. In addition, many inspectors still do not trust electronic documents. For such cases, you will need to print an electronic policy. You will be able to present it in situations in which electronic insurance cannot be used.

There is also no need to certify the printout of the electronic document from the insurance company. But you can do this to further indicate the authenticity of the document. The printout must be easy to read and the policy number must be on it - this is enough to check it.
How to use and show to traffic police inspectors
According to the law, if a traffic police or traffic police representative demands to stop a vehicle, the driver must obey. The document verification procedure is carried out to ensure road safety.
If a traffic police officer stops a driver on the road, he is obliged to request to show him the following documents:

A printed e-MTPL is equivalent to the original document ; it does not need to be notarized or confirmed with the seal of the insurance company. Although, if desired, you can carry out the last procedure.

If the policyholder is a legal entity or individual entrepreneur carrying out activities with a seal, then it will not be possible to sign the document with a simple signature. In this situation, you will have to obtain an enhanced qualified or unqualified signature. It allows not only to identify the person who signed the document, but also to protect him from unauthorized changes.
The e-MTPL agreement must be signed by the insurer with a qualified (enhanced) digital signature. On the part of the policyholder, in some cases, such a signature may be considered the password and login entered when registering on the insurance company’s website or directly a confirmation letter from the electronic mail address of a citizen wishing to purchase e-MTPL. These provisions, explained by the Ministry of Telecom and Mass Communications of the Russian Federation, are considered valid only by mutual agreement of the parties entering into the contract.
