Restoring the CBM is necessary in all of the above cases, with the exception of those where the motorist himself is to blame: lack of insurance for a year or purchasing illegal insurance.

It also happens that the driver was at fault for an accident for which payments were made. Assuming a lower (favorable) coefficient, the driver could simply forget about such cases. In this situation, it makes no sense to talk about restoring the KBM.

In other zeroing situations, it is necessary to restore the KBM. The cost of the MTPL policy will depend on this. In addition, it will be possible to recalculate an already paid policy using an incorrect KBM and return your funds.

How to independently calculate your KBM

The bonus-malus coefficient is calculated according to a single scheme. When purchasing an insurance policy, each driver is immediately assigned a KBM indicator and class. If this is the first insurance, the indicator will always be 1, class - 3.

Driver classKBMNumber of payments under compulsory motor liability insurance by an insurance company during the year
0 payouts1 payment2 payments3 payments4 payments or more

11,552MMMM

3141MMM
40,95521MM
50,9631MM
60,85742MM

100,6511631M
110,612631M
120,5513631M
130,513731M

The following rules apply:

  1. When during the first year the insured person has never been involved in any traffic accident, for the next period the BMR is equal to 0.95, and the class is raised to 4th.
  2. If during the first year of driving a car a person gets into an accident, the class is lowered to 1st, and the BMC increases to 1.55.
  3. If a driver does not have a single accident within 10 years, his BMR is reduced to 0.5, which makes it possible to purchase an MTPL policy with a 50% discount.

What documents are needed to restore the KBM

First of all, you need to write an application. Without it, it will be impossible to restore the KBM when contacting.

The following are attached to the application:

  1. old MTPL policies;
  2. receipt of payment for a new policy under an incorrect KBM (or other proof of payment);
  3. photocopy of the driver's license on both sides. If there was a replacement, then photocopies of both documents;
  4. photocopy of the car's passport;
  5. photocopy of the applicant's passport;
  6. if there has been a change of name, then a photocopy of a document confirming this fact;
  7. documents that can serve as proof that the driver is right: a certificate from the traffic police about the absence of accidents, a certificate from the insurance company about the absence of payments (if the application is not submitted to its office).

If the insurance states that the driver can drive other vehicles, then it will be necessary to provide photocopies of their documents (passports).

Why will the discount disappear when changing rights?

As soon as your license has been changed, you must remember to visit the insurance company to make changes to the insurance policy. If this is done, the driver will not have any questions with KBM during the policy renewal.

If the owner of the new license does not notify his insurance company, the discount may disappear. To return this discount, you need to write a statement and take it to the insurance company that issued the policy that was in force during the period when the replacement of rights occurred.

Throughout the entire period of operation of the MTPL policies, drivers accumulated a bonus-malus coefficient. A discount for those who have long-term accident-free driving experience; during this time the discount could reach 50%.

Every year, in accordance with the law on compulsory motor liability insurance, if there are no accidents, the policy owner receives a discount of 5%, which grows every year. And if, when renewing the insurance contract, it turns out that there is no discount, there may be several reasons for this.

  1. The discount could have been lost due to an error by the operator or insurance agent who issued the policy in the past year. When entering the client's policy into the PCA database, an insurance company employee could enter incorrect numbers - make a mistake in the date of birth of the policy buyer, in the driver's license, when writing the client's full name.
  2. If the driver, for example, was included in his policy for a new car by relatives or acquaintances who assume that he might someday get behind the wheel of their car. In this case, when entering the data of this driver from his driver’s license into the new policy, the discount amount specified in the last, new policy with a coefficient of 1 is automatically entered into the database, that is, there is no discount. You can discover this fact when re-registering your rights or your policy. You can correct such an unpleasant inaccuracy if you take a certificate from the insurance company showing the break-even of the insurance and refer to the policy that has expired.
  3. Most often, the disappearance of the discount is recorded during the replacement of a driver’s license. Regardless of the reason for the change of driver’s license - loss or regular replacement due to the expiration of its validity period, the data on the new document must be entered into the RSA database. Upon arrival in the insurance company to renew the policy, it may be discovered that when the agent entered the updated VU data into the program for obtaining a new insurance, there is no information in the database for this driver, so he was assigned a coefficient of 1.
  4. There are times when the break-even driving discount mysteriously disappears. This occurs when the insurance company is unwilling to provide it. This position of the insurance company is understandable, since compulsory motor liability insurance today is unprofitable at its nominal cost, not to mention the fact that with a discount, insurance will be half the price.

How to apply for reinstatement of the KBM

The application is submitted depending on the company where the applicant is applying, in any form or in the form of a clearly established sample. This will be discussed in detail below.

Procedure

It is better to first address the application to your insurance company. After all, an application submitted to the RSA will initially be forwarded to the driver’s insurance company.

The application must be submitted to the company office along with the relevant documents.

Also, if, after reviewing the application with the insurance company, the driver is dissatisfied with the results, i.e. considers them erroneous, can be converted to RSA.

An application is submitted to the Central Bank if the insurance company does not provide a response within the allotted time frame or refuses to accept the application at all. However, in these cases, it is initially better to contact the RSA.

Terms of consideration

Each company sets its own time frame for consideration of this issue and varies from 20 to 60 days. Reinstatement by the insurance company is free of charge. If a response is not received within the allotted time, you can contact higher organizations - RSA or the Central Bank.

RSA or the Central Bank will consider the application within 30 days from the date of submission.

There are online services that, for a fee, can help resolve this issue in 1-5 days.

Stages and methods of restoring your KBM

stages and methods of KBM restoration

There are several ways to restore the OSAGO coefficient. The first is to use a special service that can be found on one of the websites or on the portal of the insurance company. The service is paid.

The client will need to send personal information to receive information:

  • FULL NAME;
  • Date of Birth;
  • passport details;
  • driver's license details;
  • contacts (contact number, email address).

The request will be processed within 24 hours. The client will receive information that the CBM has been returned to its original value.

Another method works after changing rights. It is necessary to submit information about the new document (both the driving license and the civil passport) to the insurance company in a timely manner. Then the policyholder will be able to avoid incorrect calculations.

If the error could not be avoided (both due to the fault of the company and the fault of the client), then there is another way to restore the KBM. The policyholder must determine at what stage the discount was missed. Clients do not immediately notice that the policy is paying them a larger amount than they need. This is due to the fact that the driver does not understand the calculation methods and does not pay due attention to the process of issuing a policy. If you need to start recalculating the value of a contract due to an incorrect KBM, then you need to understand how the procedure is officially initiated.

RSA online service website

The easiest recovery option is to use the RSA database to determine your KBM. The service works free of charge and via the Internet.

The user only needs to add information about himself:

  • FULL NAME;
  • date of birth;
  • driver's license details.

The service will take some time to process, after which all information about the driver will be displayed on the screen. This will give the user the opportunity to understand at which stage the failure occurred. Next, when the client understands where his BMR is too high, he needs to save the entire history of the coefficient.

How to submit an application to the RSA

First you need to print out the application form. This organization will only accept documents of the established form for consideration. In the upper right corner, fill in your details: full name in the genitive case, home address and mobile phone number. And in the body of the document, fill in all the fields relating to documents and personal data.

The essence of the appeal must indicate that the applicant requests to review his KBM and enter the corrected data into the automated information system of the RSA.

There are three ways to submit your application:

  1. Go to the office, which is located at: Moscow, st. Losinovskaya, 27, building 3. Documents are accepted on Tuesdays - from 15.00 to 18.00, on Thursdays - from 9.00 to 12.00. But this is not convenient for all citizens.
  2. Send the application by registered mail with return receipt requested to the above address.
  3. Send a scanned document by email.

How to submit an application electronically

There is an RSA email address for accepting applications. This is done to make it faster and more convenient for citizens to apply. The email address is listed on the official website of the RSA. At the very bottom of the page that opens you will see the line “Electronic reception”. You have to click on it. A new window will open. It will contain RSA contacts on the left side, including an email address.

Scanned copies of documents must be sent to the address, and the driver’s license must be scanned on both sides. And also attach a scanned version of the application.

How to submit an application to the Central Bank

The Central Bank is the last authority to contact for the restoration of the KBM. If the insurance company fails to act, you must first contact the RSA. To file a complaint, you must go to the official website of the Central Bank at https://www.cbr.ru/osago/.

The essence of the claim states “Incorrect application of the KBM when drawing up an MTPL agreement.” And the complaint itself is filled out in any order. You should also upload copies of all documents to make the verification more thorough and faster.

How to submit a claim to an insurance company

An application to the insurance company with a request to restore the KBM is submitted in any form. But it is better to clarify with the organization itself what data should be indicated. As a rule, free filling out of such a document is allowed. It is written in the name of the director of the organization.

Copies of the above documents (see clause 4) and bank account details should be attached to the application.

An employee of the insurance organization must hand over a photocopy of the application with a note indicating acceptance of the documents and application. After considering the issue, the insurance organization must notify the applicant of the results and enter new KBM data into a unified system.

If the applicant cannot approach the insurance company in person, you can leave an application online on the company’s official website and attach scanned copies of documents. You must first register on this site and leave your email address to receive a response.

Why does the KBM reset?

All information about motor third party liability insurers is located in the unified RSA database. Information about the Bonus-Malus coefficient is posted there and is linked to the driver’s license data.

The responsibility for updating data lies with insurance company employees. If they enter information about the new license, but do not indicate the previous size of the KBM, then next year the driver will buy compulsory motor insurance without a discount.

Agents may simply forget to transfer data on the size of the coefficient. In some cases, managers deliberately do not do this, hoping that when applying for compulsory motor liability insurance next year, the driver will not notice that the discount has disappeared. Check your KBM now.
